What is mal-administration

Mal-administration include a decision process, act or omission of the holder of a public office which is contrary to law, rules or regulations, is perverse, arbitrary, unreasonable, unjust, biased, oppressive, discriminatory or is based on irrelevant grounds or involves the exercise of power or the failure or refusal to do so for corrupt or improper motives such as bribery, jobbery, favoritism, nepotism and administrative excesses and neglect, inattention, delay, incompetence, inefficiency and inaptitude in the administration or discharge of duties and responsibilities.
